I've had a chance to read the post mortem in GD Mag. Whilst it doesn't say a lot of the design was axed due to running out of time, it doesn't say nothing was cut either. I said, that's not true (after consulting with a Firaxian who was in the position to know, and using my experience on the beta team). Your post does not address any of the relevant parts of the discussion such as Brad's comment that GD mag said a lot of design components were axed at the END of development. Your rant about a beginning design brief is irrelevant.

Yes, they ran out of time, but the design was fully implemented (as confirmed by designer and producer).

Played post-patch (and with Polynesia too) and must say the game balance is a LOT better. Turn performance has massively increased for me too. Haven't had any crashes yet with the new patch, though note I wasn't as affected by crashes pre-patch either. If you're hoping this is a fix-all patch, you'll be disappointed. And when I did a default install of elemental and accepted all default options it installed Impulse. And since you have to patch elemental because the release/disk version was complete and utter fail, you're forced to install impulse to get the patches to make the game runnable.
