It has impulse built in so it tries to connect to impulse. Similar to steam only you don't need to actually connect (or set it to offline mode) to play. Its for all the nifty shift+tab functions. Not a big deal either way.. you can block it or allow it without any noticeable difference(other than a slightly longer loading time you pointed out) in single player games. Unless you hop in the chat room or care about achievements then blocking it would prevent that.

ya I see that issue on occasion and have reported it through out the beta phase of 1.1. Easy fix is go to the city info screen click the rename button and leave the name as is(or change it if you want). hit accept or ok or w.e button there is and poof its fixed. Its a workaround til they decide to get around to fixing it.
they were there back in 1.09. They just tend to get wiped out fast so unless you start close to them you usually don't get a chance to meet them

Maybe your confusing the statistics. For instance a 90% chance to hit doesn't mean that 9 out of 10 swings will hit. It simply means each swing has a 90% chance of hitting. Its neither impossible nor improbable to see 2 or so misses even with a 90% hit probability. To explain in a little more abstract way. Flipping a coin means you have a 50% chance of getting heads each time.. it doesn't mean that 1 out of every 2 flips you will actually get heads.
It applies to those who are going from 1.09e to 1.1 as well. Which is why I posted it. Many of those who decided not to beta test will be far less familiar with this issue since its been a LONG while since an official patch went out.
