I have had the same thing happen to me in 1.07 (but not previous versions). Setting the game to windowed mode on the options screen corrects the cursor issue for me. The game still runs in what appears to be full screen, but the mouse is not captive for edge scrolling (this is a bonus for me as I can still interact easily with content on my other monitors).
