yes, there are still quite a lot of bugs, especially concerning the UI. The next update to 1.4 is supposed to deal mainly with the UI and 1.5 with Diplomacy. The mechanics of this series have been changing quite a bit over the last 3 years so there was no real time to mostly deal with all the little clumsy things. In a game like this there a tons of little things and Stardock is not a pure game developer with lots of people only working on this game.
Funny, as much as I like Civ 5 and had some enjoyment with the latest expansion, it is the other way round for me. I start a game in Civ 5 and keep coming back to LH because it is so much more fun than Civ 5. What both Civ and HoMM lack is costumization and LH offers lots of those. Apparently LH is simply not for you...
Inspiration is by no means underpowered and even the +1 research alone is a big thing early in the game since it basically doubles your research output. I would argue it is still the best city spell out of all the ones you can get at the beginning of the game. It is an early game spell and not really meant to be used late in the game, there are others that replace it.
hm, wage costs for mercenaries, knights of Asok and hunters were supposed to be removed in the last patch, so this is definitely a bug. The amazing thing is that these wage costs have already been removed a couple of times now and they still keep coming back...

You need a conclave with at least one essence and must have researched Arcane Mastery in the magic technology tree. Follow the improvement line that starts with Herbalist -> Apothecary -> Alchemist and ends with the Alchemy Lab, then you can buy the Iru Elixir within that city's shop.

they have different personalities that change the perceived value of trades, their aggressiveness and what their research focus is (you can check it in the foreign relations tab), but like smeagolheart said it will be fleshed out in the 1.5 update that will mainly deal with the entire diplomacy system.
They try the magic victory on higher difficulties if they get far enough, I've never seen them try the Master Quest or diplomatic victory even though some are saying they go after the Master Quest. In any event they need LOTS of time before they do it.
I have to agree with smeagolheart, I would like to try your improved take on the texture pack without the gameplay changes.
This can happen due to the fact that monster and enemy armies take their turn simultaneously in order to keep the waiting time low for the player. It is a conscious decision by the developers and while it is unfortunate, they think it is still the better solution than to split monster and enemy turn and therefore significantly increase the waiting time for the player. I personally agree with them...
yep, I just tried it now and the meditation spell updated the next turn, so it works as intended.
The main thing is that mages and commanders are far less dependent on equipped items compared to the other classes, they employ their benefits naturally without the need of combining them with what they wear. Assassins, Warriors and Defenders can be as powerful or even more important in certain situations IF they find the appropriate equipment: You find a rare/unique bow and suddenly your assassin has become a killing machine combined with the ignore defence and critical damage traits

I appreciate the effort, but the new textures do not really cut it for me. There is too much going on and I have a lot of trouble making out certain elements like trees and resources amongst all the aggressive coloring.

Since city growth is - by game lore - people flocking to your cities and not birth rates, you can argue that a consulate in an outpost helps attracting "barbarians" to become citizens in the nearest city. Pretty much like the Romans and the germanic tribes. Let's just hope for the sake of your empire that the roman history will not repeat itself on your territory. And you should play with the consulate upgrade, because it is the most important and valuable one.
But it can be much more useful to have Tarth's double strike and additional attack and initiative for a ranged unit instead of the one time rush ability. Just as the Wraith bloodline can be much more useful for an Assassin build or the Ironeer bloodline can be much more useful for a Defender build, etc. All I am saying is that the rush ability may be very nice and strong, but it is a situational power that will not always translate into the best option in a certain situation, you

They are not mandatory for gameplay reasons, because they don't change a bit in that regard. It's perfectly fine to start off without the two DLCs, they might only be worthwhile if you have a little spare money and want to increase map, item and random event variety in your games.
I don't think it is massively overpowered compared to other bloodlines, because it is as situational as them. If you have an army full of ranged units and mages, the rush ability loses its usefulness pretty quickly. There are a lot of justifications not to take it if you want to try out a different playstyle.
Champions are more of a utility unit to support your armies and no one-man army like they used to be in Fallen Enchantress or in other games. Also keep in mind that for every additional champion in one army stack the experience reward is split for the entire army. The reduction of exp is: 2 Champions = -50%, 3 Champions = -33% etc. and then evenly applied to every unit in that army, including regular units and fantastic creatures.
