It adds tiles to originally class 0 planets. using it on class 1+ does nothing but raise the visual number(And change the texture after a quick-save/start), not theactual tiles.

You sir have the most backwards strategy I've ever seen. I usually end a game with more money than I care to count in the bank or more.(In fact so much that the economy nerf kicks in and I start offloading cash to my enemies to make it harder...on Suicidal)

Maiden, only one issue with that strategy...it requires a strong economy to support the increase in maintenance costs for star-bases and massive fighter fleets. that is not easy to get without being the TA because they start with market centers in ToTA and no one else does.
