Speedtest.net as the above said. Generally everyone overpays for substandard performance. And in response to Greg30007 's idea, for wireless go for a Dual-Band Wireless N router/card, or a newer one that is not Wireless G or B.
Also, don't forget to check the added parts for a tech requirement...

A change in file types: .X, .XML and .PNG are all great, but there are better file types out there, I suggest the use of .TGA(compressed), .INI and some other model type that can be re-opened in blender (.x files can be exported but not imported.). 2. I doubt that money could fix this issue, so research all the influence, invasion and weapons techs you can and go full-on war. it is the only option.(try to get everyone ganged up on them too.(and do not forget defences)).

Panda, no matter the form, cannot defend against the worst virus ever...at all. Simply put it was almost designed to perform badly. Also, the "cloud" (fancy internet) is not even close to safe, no matter the number of hired hackers there are watching it. Russia does have smart mathematicians, take 7-zip and AVG for example (I know that is incorrect, bear with me.).

Well, I understand that they are rather weak if you hit them right off the bat, but wouldn't it be prudent to simply ally them and feed them weapon and defense techs, along with engines? And as far as getting them to appear, I think spamming the force mega event cheat would work. also, any word from a stardock official would be nice.
