It seems to be not a bug, but rather a logical consequence of the current design where a unit can't walk on a city building without entering the city. Before I realized that, I made a city whose buildings completely blocked a narrow passage between mountains, and then discovered that units could only leave on one side of said passage. So that's almost certainly going to be changed at some point before release.

That must be part of it, I went into a saved game a leveled a sovereign with 0 max mana, and that did indeed raise his mana cap to the amount of essence I gave him. That doesn't seem like the full story, though, since when my various sovereigns did have mana greater than 0, it was usually not the same amount as their essence. I've played a few different sovereigns so far, and they all seem to lose mana for no apparent reason, ending up with 0 mana for the rest of the game. For example, in my most recent game, the sovereign started out with 14/14 mana, that dropped to 11/11 within 1 or 2 turns, then several turns later it was 5/5, then I stopped playing. I had not cast a single spell. In an earlier, longer-lasting game, the sovereign stayed at 7 maximum mana for much of the game and I was able to cast a few s
