I agree that they are definitely in a decline right now. BW isn't unbearable to me, but yes compared to their games of yore (and those of their peers at the time) the new stuff isn't very exciting. What I really can't stand is the formulaic construction of their games nowadays. Not in the plots (although those aren't very good), but in the quests. KOTOR I and II and MEII (maybe the first, never played it), all have the "you command your own ship and can go anywher

So far it seems that they will. It's one of the features prominently displayed under the gameplay section of the lore tab, and there was a dev. journal that I can't find that gave just a small example of how they are improving upon the AI of past games such as GalCivII. Of course your mileage may vary, but from an objective standpoint based on the limited information available it certainly doesn't seem like Stardock is de-emphasizing the AI.
I would like to see this as well. You could do it in Lords of Magic and Age of Wonders (and probably in other games too) as a spell with a pretty minor mana cost. I found it annoying in the FFH mod for example, where your scout would pick up an artifact halfway around the world and you'd have to make the trek back to the homeland, wasting time and risking painful death to deliver a health potion or magic rod.
