Also, outposts never become cities -- they are a way to extend your control to wild resources without the necessity of building a city to claim them. As of v1.2, this is still an issue, especially in late-game situations with lots of transport ships.
I've seen a lot of gripes on the forum, the past day or so, about how disappointed some people are with certain factors of the patch; but in terms of the general direction the game seems to be taking -- I'm very satisfied. My opinion of Elemental now is that the game is moving towards something that more resembles Master of Magic in gameplay and mechanics, as opposed to the "Fantasy GalCiv" that it was. This made me think about ruined cities and their prospects in Elemental (with regards to this discussion). Lots of possibilities for when a new settlement is established on or near city ruins or even a recently razed city? Just a thought.
