I haven't seen much on garrisons, civil defense, or anything else that affects tactical combat when an enemy attempts to raze your cities, or vice versa. What thought has gone in to this scenario? I gotta weigh in on this because among our local gaming cadre this has been a topic of heavy conversation for a while now and I'm glad to see it on the internets. A simple AI kicks in automatically, selecting the most efficient exchange rate for you. Notify the player when this happens.
