i agree that Magic is a debilitator of tech progression. why build bombs when u can just wiggle fingers? but what if the magic comes after tech advancement? what is hi-tech found the secret to unlock the spirit/soul? Reverse Steampunk. would they mesh/develop into a deadly and uncontrollable combo? cuz after centuries of tech advancement, humans would not just give up on tech. rocket launchers that fire magic imbued rounds? Mechsuits that are nigh indestructable? soldier
