The staves are only really useful if you're out of mana, or if you put them on troops as a means of dealing with the rare physical-immune enemies (like banshees). A mage should be using buffs to enhance troops or spells to deal damage. Very early-game a decent elemental staff might out-perform magic for pure damage, but once you have a decently-leveled mage sovereign or champion and a nice pool of mana to draw from your spells will be capable of wiping out entire armies at onc
The memory part makes sense, but the sifting through 20 factions can be avoided by right-click-deleting the ones you don't want to see. They may still exist in the meat of the game, but they won't clutter the list anymore.
Ah, I see. How is that a problem, though? The race won't appear in the game without a Sovereign to lead it, and there doesn't seem to be a limit to the number of times you can make a new faction. Is it just the issue with having units from every race if you re-use a faction name? That seems pretty easy to avoid, if so.
I've so far had no problems deleting factions by right-clicking them and selecting "yes" in the new game selection screen. They don't re-appear on subsequent loads, and I don't have to hunt down a folder and delete them manually. Try that out and see if it works.
I'm surprised that nobody has mentioned this, or perhaps that nobody has actually discovered it, but if you right-click the portrait of your created faction in the selection screen it will show a pop-up asking if you are sure you want to delete it. Click yes, and it's gone. I have not seen them re-appear in subsequent loads of the game, so I think it's a lot simpler than any of the information above.
