The agreement when you download i think says 'you can install it on two machines, and you should be the main user on both. I guessing hes asking if its ok to have it on all of his PC's

Dont know about it working on XP64 at the beggining, but i think SD is trying to make it work on everykind of system so if it doesnt they would probably want people with XP64 systems in order to work out compatability issues. and if you pre-order you will get access to the beta when its available, which is currently around PAX which is i think sep. 6-8.
on the install luancher right click and choose properties... on that go to compatabilty then check the box that says run as administrator. you will have to click accept once you restart the updating process. edit: just to clarify, the "install luancher" is the icon you are clicking to start the installation process.
