I tried technophebe's suggestion about creating a new faction and changing the 1 to 3 , and it seemed to work when I started a new game as that faction. Since that appeared to work for the created faction, I looked for the same stat in the configuration for the default factions, but it wasn't there. So I copied the file CoreRaceConfigs.xml to the \My Games\Elemental\RaceTypes\ fold
