Frogboy, I suggest a simple mana system. Mana is generated by certain buildings and shards. The player has three uses for mana. 1. Use it to cast spells: both instantly and over time 2. Use it to improve the amount of magic that can be used in a single fight. 3. Use it to build up a mana supply to use later. Part of the issue is how the AI builds cities at the start. They build a lot of cities and almost all of them ringing the human players first city. It is a problem for them long term as they do not build cities on a good location - they build them around the human city regardless of the terrain. This skews the AI play away from a successful strategy and forces the human player to focus on city position above all in the early game.

I would suggest not going too far the other way. Some of the real fun early in the game comes from finding NPC's that are useful. Perhaps the higher level ones should be adjusted. At any rate the NPC portion of the game is very good. If I was to suggest improvements at this stage it would be to the magic system which is too cumbersome.
Unless I am doing something wrong Imbue land does not work either.

Beta 3A has several issues that may not be bugs but do seem to impact the flow of the game: 1. The AI for the other soverigns uses the same tactic in each game start. They build one city and then pump out pioneer units to found more cities. Almost always they very quickly surround the player's first city.
