Very strange, I don't have dual monitors but unless in window mode generally does a good job of keeping the mouse trapped. I don't get any wierd anomalies when I use the windows key. Probably a bug, as Assnatar said would probably be the best workaround unless you want to temporarily disable your second monitor for this game.
I don't know I was playing the singleplayer tournament and on the 4th map loading I got this problem. This is singleplayer so should have nothing to do with "Port Forwarding" as this is only when the game is connected to another peer. It sort of miffed me since I was planning on winning the tournament to teach myself the game. I wish there was a guide somewhere to teach you about the intricacies of the game. I would suggest going with a ati hd4850 it can be found online for $130 USD, or look at the benchmarks on the ATI HD4830($80 USD) don't know much about it but it can't be terrible. I do know however that converting to euros will be over your current 30 eur but not by a tremendous amount. If you plan on going high end I would take a look at the nvidia cards though~ but they will cost you an arm, a leg, and a lung. Though it is worth the investment
