Core sovereigns have the life and death books, but custom races have them instead of custom sovereigns. See for yourself - make a Kingdom and an Empire faction, then open the files up in Notepad. Those will have the Life and Death spellbooks, and your sovereign won't. Why? You'll have to ask SD themselves.
