As noted above, if you return to the main menu from a game, the 'Load Game' button is greyed out and cannot be accessed. Loading a game requires that you close the game and restart it.

The opposing nation will put up a dialog with three options. Selecting the third option simply brings the dialog back up, and going through the diplomacy options will eventually return you to that dialog.
