Why not have the cities build roads like any other building? You order the road at the city and either plan it out then or place it when the road section is completed. The catch is, of course, that while the road is being built that city can't build standard buildings.
Why not just have soldiers build the roads? It worked for the Romans.
Firstly I attempted to build a mine in the wrong position (IE: Not on top of iron) and it worked, being built on a blank space. I've had this bug happen in several slightly different ways. 1) The tiles around a building i built (An Inn) disappeared and only those tiles, although they were, as above, still usable. 2) All the tiles were completely gone and refused to permanently come back. Further information on this: If you play on until your sovereign dies you will keep all explored bits of the map and all sighted enemy units will remain in view. All built units will remain, though you will not be able to command them and you will not have a sovereign.
