Yep another good interview. Not that I'm being critical, because I know why you do it, but you sure repeat yourself in these articles. After reading between the lines a bit I did glean a few new tidbits.

Elemental is designed around impulse reactor and seems to me to be the model and prototype for impulse reactor games, so I would guess NO .
As Tridus explained in WoM unit customization is hollow. You just end up designing a unit with your highest armor and dmg and sending them out in waves to bonk the enemy on the head. Basically no strategy whatsoever. In Civ V positioning your units is extremely important and they have a rock paper scissors system where certain units beat others. Combine this with terrain range penalties, terrain movement penalties and buffs, defense bonuses granted by terrain, and long range bombardment units

I find the system works fairly well. Cities are pretty much the only place you would go to anyway. The ability to randomly build a road out into the woods for one time use would be pretty weird and unrealistic. Historically roads were very tied to commerce. Can't see any reason to change the system.
No, I don't see the AI build a lot of the new troops. Not surprising really since I never really saw them build many of the old ones either. I plan to look into it more now that it's released. Honestly with the AI thing, balance, bug fixes, and adding more complex monsters and monster abilities this mod is still going to be worked on a lot.
This mod removes the creature recruiting resources that spawn on the diplomacy tech tree. Instead new resources spawn at the beginning of the game. These new resources allow players who build on them to build multiple creatures at the closest city. Research on the diplomacy tech tree allows you to unlock stronger monsters. This mod changes absolutely everything, but nothing. It overwrites all the factions, sovereigns, weapons, improvements, etc. This means they are now gone and have been replaced with things exactly the same as them. Why do this? The answer is that the old core files were either difficult or completely impossible to mod. This mod allows modders to directly change these stats now, and do things that were impossible before without a lot of work changing things that had nothing to do w
Hmmm... What would really help in Elemental to even out research in small factions versus large faction is to make the defining limit on studies be the cost not the build time. In the current system it's build time, so the more cities you have the more studies you can pump out, and more research you get. If it was cost then small factions could keep up with large ones if they planned well.

Or the ability to design factions with traits that allow them to guarantee they get certain random techs. So if they really want a certain tech they can get it for a cost without restarting.

I haven't played much Civ 4 but I played a lot of Civ 3. Mostly the only reasons I would upgrade is because of UI and combat. Combat is much deeper now, and very distinctly Civilization. I love it, but ya the rest of the game is kinda simple. Not bad but a little raw. The new UI is actually pretty cool and allows you to do turns extremely quickly and makes it actually impossible to forget to do something without being intrusive or awkward. My understanding of ancient human history has always been that every time one tribe gained an advantage(ie the wheel, bronze working etc) they spread and wiped out, integrated, or enslaved weaker tribes. People have posted on this before and devs have responded. While odd it is not a actually a bug. Heroes are generated randomly without any limit to duplicates.
