Honestly, I would say just simplify the combat system to a straight-forward Damage rating Vs Armor rating system, and place a stronger emphasis on Total Action points, as well as the action point cost of attacks. In other words, if your unit has a damage rating of 10, and hits a unit with an armor rating of 2, then the total damage you would deal to your opponent with that hit would be 8. Here's an example of the kind of units you could create with that combat system :<

A turn based strategy game I play, Pox Nora, has a fairly simple way to balance melee vs archery. Put simply, they give ranged units a dead zone (meaning they can't hit anything closer than one or two tiles away), and they also make it so that if a unit is adjacent to another unit, it takes extra action points to move away. This allows melee to serve a viable role in combat against ranged units, and is something I think Elemental could benefit from.

I like the idea of a game ending if your Channeler dies. It places much more importance on your nation's leader, and makes the player really think hard before sending their Channeler out into the battlefield.
I also have another question - Will factional alliances be forced in these persistant multiplayer matches, or will players be allowed to betray their factional allies? Personally, my favorite part about this type of game is working out the politics. If factions are hardcoded and predetermined before you join a match, it might take a little away from the diplomacy side of things.
Will it be possible to join games that are already in progress?
