Fortunately, I stumbled onto the 'Folders' options before I'd installed any games. It does seem rather silly not to simply default to the chosen drive during installation.

I think "persistent world" is more like Civ 4's Pitboss; a dedicated server that processes logins and turns. Just a guess.
