forgot to mention im in compain mode. from what ive seen i need a library but don't have the option to build. any help will be appriciated. all the help seems to be create game not campain.

Im almost turn 300, lvl 8 got a city level 4 and no scholar yet, not married or anything. cant seen to find any help on the subject can someone point me in the right direction please?
