The main problem with the Sovereign being able to escape at will is that it would eliminate the ability to execute a last desperate offensive in the hopes of catching a stronger enemy off guard and killing their Sovereign before they can wipe you off the planet with their superior forces. Odds are the main balancing factor will be money. Seeing as this is fantasy, it's likely 2 knights would have no problem with 20, maybe 30 peasants. However, those knights could very well cost as much as 100 peasants, so there's where the main tradeoff comes in. Also, stronger troops are likely to have magical abilities, letting a single man kill hundreds, in theory, so I can see it very likely that quality will win over quality at almost all times, except when it comes time to pay the bills.
I agree with Jeffries. As well as resulting in similar banners in multiplayer (especially since those games tend to be more focused on warmongering, leading to everyone using the same few sword icons, or whatever), it would also be tiring to see the same or similar banners when you go to play the same type of nation multiple times. Odds are you'll acquire a favorite strategy at some point, and that will end up being your banner every time you try that strategy, and you'd really have no choice

Was this using the max number of players? I've tried starting three games like that, and each time this happened. I'm guessing it can't find an applicable spot to place you, so it doesn't.
Judging by other replies, it probably would have gone away if I hadn't had the gall to ask the game to minimize. So go by them rather than me as far as the "continued next turn" thing goes.
So I started my first game, and everything ran smoothly (though I noticed the river in the ocean bug mentioned elsewhere) until I tried to start my second war. I moved my unit into their territory and got the "Do you want to declare war?" popup. I clicked yes. It popped up again. I repeated that for a few more times, then clicked no and it went away.
