I haven't seen this reported so here we go: since the release of version 1.50 I am unable to rotate buildings (shift+mouse wheel) when manual placement is enabled.

I'm playing a random map and I have defeated Vetrar in my territory and Delin in his, got Steam achievements but none of the two quests in game completed and so their dominions still stay. I'm fairly new to the game and from my research it seems this is a long standing bug... I wanted to know if it's going to be fixed or if there is a way to avoid it (maybe a premade map or whatnot)

I have seen it work just fine. You should double check.
