Actually, I always thought a better idea for outpost/structures/resource extraction point is a similar concept to the structures in Heroes of Might and Magic 3 - They are not obviously cities (And for HOMM3, not buildable.), but once you own them, they will produce a steady stream of whatever they specialize in, be it gold/money or resources.
