OwnerCity is the Owner of the city (your city would be you) and TargetCity is the city itself. The spell casting is a Yes / No not a less likely from my experience. If it is not working then there is an issue with the variables.

You can use that Calculation in the AI data, but not sure if you can use the city population tag. I think it is possible.

Not sure if that is possible. Although you can force a spell not to cast unless you have a building. Just don't think you can target a specific city only when a specific building is inside though. Unless you want to go about the you can cast it but it's useless method. Give the city a resource / trait that is 1 when it has it 0 otherwise and set up the benefit or consequence and multiply it by this trait value, if it is a value type trait. The skill is designed to make barren land into fertile land. If the land is already fertile (a.k.a. purple) then the spell will have no effect. So you should only cast this spell on non-fertile land or barren land. If a tile is next to barren land, then it will possibly upgrade the food output of that tile if there is enough barren land nearby to change. From your screenshots notice it only changed your barren landscape and made it purple. The purple landscape then allows better food

Try disabling the steam option "Enable Steam Community In-Game" (under properties) It could be that the overlay is taking too many resources from your system and it is causing a freeze error. Ignoring the story reason, the point of the barren lands in the gameplay is so later in the game you can refresh and make the land lush or purple so you can settle somewhere in the late game, if you so desire. Also, it can be used to set up outposts and such to create a battle ground so civilization cities are not always next to each other. You can create an ability or trait that you can attach to a trained unit and give them ability to heal another unit. This is already in the game in theory with the henchmen of altar. They have a life henchman that can cast heal on the units. But it is perfectly reasonable to attach this to a regular unit.

Just for one to be aware, that one may purchase armor (of any kind) from allies, and also drops happen of any kind. So these people with light plate at home may purchase the Chainmail in another land (a technique of also buying horses for heroes when you don't have the tech (but they do).

I'd say it is good point to bring up. No need for an apology, this has been reported both as a bug and as a balance suggestion (long time ago forget when). I tend to agree with you about the proficiency needing adjustments with being first tier "light" armor and second tier "heavy" armor. But looking at the dynamics it becomes a more delicate situation. I can make a mod that will do exactly what you suggest and you can determine if the balance is better, but I've taken

But heroes with the chainmail proficiency can wear the Masterwork chainmail (the replacement for Full plate armor). I do believe this is working as intended, but then again maybe not.

Unfortunately, binding for kingdom has an unfortunate problem of not having a binding for the life shards, but it should work for all the other shards (Air, Earth, Fire, and Water). Is the shard you chose a life shard?

If I understand correctly, unit design should is going to be empire general, but I think it may be possible to force units to be only created in one city when proper requirements are met... I'll have to experiment, but I suspect that the prereqs having required city improvement. Unless you tried that prereq before. Then I'm at a loss... time for eats for now.

@ Derek -- there are invisible rivers in the FE scenario campaign maps - the first map and the second map of the campaign. There are also rivers that are not rivers in those maps as well. If you allow I'll post the fix for this.
