I did not get a pioneer unit either but was able to build one instead in my starting city. The same happened on my first attempt at the campaign, but then I also had the "barrier" problem and was not able to get back across or bring units from there. Stopped playing there and restarted the campaign. On both attempts I upgraded the pioneer unit and retired the older design, that may have something to do with not getting one later.
