I think it is a bit much, especially if you get it early in game. I just powered one up to level 6 asap and could just eat frigate fleets over twice the size of mine alive. You can make a mod that is essentially cheating I suppose, but mostly they are used to tweak the game in one form or another. Most simply rebalance or add fun new things, not just make one uber race of pownage. Yes you can do what you say, but that is really not the point of modding... unless that is what floats your boat, then have fun.

Here's what I think as a single player only type of guy. I have been using the Kol these days, if only because the Akkan is boring combat wise :). Wormholes are always a pain until you control both sides, and for that matter all of the ponts that connect to the two sides. Making an ally of the AI that has the other side is a good idea, but then it may have allys that use it to attack. If you have a weak point attached to a wormhole the AI will use it. the game is a CPU hog and for the most part only uses one core (yeah meshes load on the second core, but a lot of good it seems to do). Many of us are having the same issues when the game gets going and the battles get epic.
