This is good news (at least in that it has a solution). I have been holding back from buying this because of this issue which I have seen posted by a lot of people. No point shelling out $50 ($45 on amazon) if you can't use it. Sequential upgrades certainly explains why some people didn't have this issue while others do. While I'm not having any issue having also bought and downloaded yesterday on Win7, you might want to try changing the .exe file compatibility to WinXP. This solves most issues I have seen with software in Win7. Change GalCiv2.exe in C:\Program Files\Stardock Games\GalCiv2 by right clicking and selecting the compatibility tab.
