While the tactical battles go on for another player - allow the remaining, non-participants certain functionality; such as chat, their statistics, designing units, reviewing things, etc. Throw up an icon of two swords clashing anywhere on the map that has a tactical battle going on which has not yet been resolved that turn, for clarity purposes.
