I had exactly the same problem. I think it may have to do with the resolution. I changed my resolution from 1920x1080 to 1360x768 and chose Lord Relias and Kingdom of Altar. One of these changes solved the problem for me. edit: Tried a Sovereign/faction constellation I had chosen earlier, and still the problem is not there anymore. So it has to be a problem with the resolution 1920x1020, at least for me.
