I run into the same problem with the complete absence of particle effects for spells (or other places, but the absence of a fireball is easiest to note). No glowies on notable locations either. My debug.err: http://pastebin.com/BdRcK8XB I've tried disabling/re-enabling particle effects, and tweaked a few other graphics settings, with no change yet.

Brief observations: - When a unit is standing on an improvement you cannot access the button to build on that improvement without moving the unit off it first.
