By removing tactical combat and you might as well remove unit creation and that is a key feature of the game. I like the tactical combat in strategical games as it provides a more complete experience. It is true that at the moment it is a little simple but with a little balancing and AI tweaks it could be quite acceptable
Do you realise how difficult or what is involved to program a random map generator that produce maps that are realistic and playable? Just try it with only 2 terrain types - water and land. Say you want a map with one third water and two thirds land. You can not just look at each square and random generator because you will end up with chess board type maps. So you need to be random in a specific areas to create islands and bodies of water. That is just 2 terrain types. Stardo

You could have a re-train building. A unit returns to a town with this building and it allows the unit be converted to unit type that have been upgraded. Space Empires IV had something similar with the retrofit option but that had some additional rules to stop an abuse (something about converting a Ship with 50% different components)

I am missing something...why do you keep regenerating the map? Have you finished a game already that you need to start again? Most of these 4x games take a while to complete, usually days. This looks like a major complaint so stardock will atleast release a bunch of seeded maps and that should be available in the next update. In general, most turn based 4x games are limited at the beginning because the options are not available yet. These open up due to research or building certain structures. I have not played the Element beta's but I can predict that the first turn will be simple and something like move your only unit, build a building/unit and select your first research project.
