Now that you can upgrade troop size the best way to balance horses would be to remove them from the regular resource mechanic and add a limit on the number of units you can have based on number of resource nodes. For example, one horse node with the basic building means you can recruit one troop unit with horses. An upgraded horse node means two units. The point of the innate city defense, in lieu of any more substantial evidence, is to have random citizens grabbing whatever weapons they can scavenge up for a last minute defense. Which basically means make-shift weapons from items not made for purpose or hunting equipment (knives, bows, etc...). The reason you don't want to build cities all over the place is simply lack of food. A level 1 city, unless placed next to resources, can only grant you 1 Arcane/Tech/Gold/Materials per turn. Unless I just haven't seen extra buildings for level 1 cities further in the tech tree yet. Level 2 is barely better and from level 2 onward it starts taking food to build them up. Building lots of cities means you have tons of near useless cities who don't recoup their costs for

Summoning - Did you actually select somewhere to summon your familiar or press other buttons when nothing happened and (probably) canceled the cast? Enchanting - Same thing. Food - You'll always start near one, and you've got to make that one last until you find more. One map food resource should be able to power up a couple of cities to level 2 initially, at least.
