This bug has been around since the beginning and still hasn't been fixed. When you have Archers on a Horse (quite probably any mount but haven't tried that) after EVERY attack there is about a 2-3 second delay where you cannot do anything. I believe it has to do with a horse animation that isn't showing but I have no way to be sure. Can this please be fixed? It makes using Mounted Archers annoying as hell to the point where I stop unless I desperately need the advantag

I've noticed this with any horse mounted unit as well. It is especially noticeable with horse mounted archers and is annoying enough that I have stopped using horses altogether. I believe it has something to do with the timing on the animations for horse mounted units being incorrect.
I have the most recent ATI drivers and had thought they had solved the problem but during a long game I just encountered an OoM crash. Debug file Dump File
I've noticed something a little odd that I think is just a mistimed animation for bow+horse equipped units. What happens is they do the firing animation, the projectile strikes and then you cannot do anything for another 2 seconds(the unit isn't animating at this point either). Not really that big deal early on but in late game if you are using Horse Archers it can get /really/ annoying as that time adds up.
This is not with the most recent drivers, updating them now but from what I've read that only fixed issues with 64bit machines. Debug.txt
Even sillier, they can shoot if they have insufficient AP by r-clicking on an enemy. It will show the firing animation, use 1AP but it won't show a projectile and while the unit will take damage there will be no animation or floating damage number. This will only happen if the unit has less than 2 AP available.
