what size map are you playing on? I've been playing on Large maps and I'll usually establish 3-4 cities before i run into the other factions borders and by that time i already have a prospering economy...however on some maps it has started me in the middle of nowhere with no fertile land or anything so I could do like absolutely nothing except slowly die while my soldiers deserted me due to lack of funds haha It also helps to recruit the heroes who give bonus to your Gil

yea, you cant raze a city until you've researched the tech that allows it Ill usually focus one city on gil, one city on tech and my next city on arcane knowledge (meaning that on city level up i choose the same bonuses over and over so that my cities have plus whatever percentage i have them specializing in) doing that and creating trade networks via caravans and starting trade agreements with other empires and connecting them to your trade network really br

In most of the games I have started in the beta I would have my Sov and about 3 other heroes with some soldiers/summoned creatures as my adventuring party while the rest of my heroes protected my settlements and caravans, so the implementation of hero governors that can affect their city would be a nice addition. I had the same problem, but after a few turns it allowed me to build on the rubble, so I'm thinking it just becomes unusable for a set time period
