One thing I really liked in GC2 is how AI are unique. It's not juste some architectural/tech difference between civs, but they act in different ways, like they have their own culture and objectives. China have invaded Tibet, tried to colonize it, but Tibetan's culture still exists and they have more authority that other Chinese region. By the way, Tibet was military invaded and France was an European colonial power until WW2. I think The Empires can have a bonus when they besiege a city, so the enemy becomes more willing to surrender. But Cultural Domination, no.

I had encountered the same problem. The next turn I moved my unit and try again, the problem disappeared. Perhaps some kind of pathfinding issue ?
