Try going to Documents\My Games\GC2DarkAvatar and open Prefs.ini. Change DisplayWidth to 1440 and DisplayHeight to 900 (or whatever your screen resolution is set for), save the file, and then try again. If that doesn't work, set Fullscreen=0

Did you reinstall Stardock Central on this new PC? Did you re-install the Stardock programs or just 'migrated' everything over?

Have you downloaded the Dreamscape update from Microsoft?
What is your video driver date? If it's earlier than Dec 06 or Jan 07, consider getting an updated driver, as that is usually the cause.
