Anyone else ever get sometimes a city won't build even when you click it and it pops up to name it? Then nothing happens.

Does anyone find it extremely difficult to come across a female in this game? I should, with the lack of female NPC's, be able to marry another kings daughter or something. I think i'm 200 turns or so in and i haven't seen a boobie anywhere.
