Probably coded, at least for the flagship. The starting ships appear to be scripted to carry out their predefined roles (ie. miner goes straight for the nearest asteroid whether it actually has a mining module or not). Is there a way to mod this? If they are behaving in that way regardless of modules or lack thereof, it'd be an AI thing. So, not moddable. Don't know about how modding affects it, but I update the Space Miner to

In DA, NLCs are still the megaliths of Research, but the economy is much tighter so its really work to establish a whole planet of them. You've got to have 2-3 big all economy planets to support the effort. Of course, if you do get it all balanced out and start stacking up those econ SB's to inflate the output even more, you can eventualy create a single homeworld that is cranking out 5000+ research points per turn. Well, let's see. If you started a throughgoing re-scalling to get everything to scale, you could start with getting the stars to scale within the galactic map. If that were the case, at maximum zoom, a large star would occupy about 1-4 pixels at 1600x1200. Let's be practical here. Actually, Alex, the effect of Neutral alignment that the OP describes is correct for Gal Civ 2: Dread Lords. Neutral Alignment choice in DL makes all tiles of all planets immediately available. It makes a quick research run to Xeno Ethics and Neutral in DL VERY powerful. Clearly the OP is playing Dread Lords, because the situation that he describes with a Class 10 planet having 1 yellow tile, then becoming a Class 11 with 3 orange tiles cannot occur in Dark Avatar. Piznit, Have you really ever see a planet 'revolt' at 40 or even 30% approval? I don't even see the 'dissatisfaction / unhappy face' show up until down in the 20s, at best. However, at 40% approval, a planet WILL stop growing, and at 19% it will begin losing population. I play with 30% approval on maxed out planets all the time, for the extra tax income - no problems. The Krynn and Korath share one thing at least. There are inflexable. That's intersting I thought flexablity was important. It is. It is part of their racial descriptions / characteristics that these 2 races are powerful but inflexible. If by worked out you mean the original question about a spy on a farm, there is no question that it kills (actually, per the backstory, alienates) the excess population that can no longer be fed.
