Yea, don't I know it. The only spell I almost ever use is Teleport or Teleport Friend, which I find doesn't have any difference at all. As for what you are suggesting, Weather, is nice, but I'd personally like to think that you should get more than just a damage/mana bonus for controlling the Shards. I find the magic system in v1.05.16 to be rather hum-drum. Even with removing the Summoning Book from the character creation process, magic comes way too fast, and just isn't as epic as it could/should be. The way I see it, Magic is something that should be earned instead of gained right off the bat, even if your Soverign is the only Channeler in his entire Kingdom or Empire. Suggestions: 1) Give the Magic System something more to bring it into the fore. 
Its worked for me before, even if you build it remotely. The refugee camp is like a massive 'house', adding 100 population to the linked cities max compared to the 25 for Hut or the 50 for House.
You need to make sure that the patch is installing into the proper stardock entertainment\elemental war of magic dir on your computer. Sometimes it has a habbit of installing in the wrong place, and it'll mess up everything from map generation to just not loading at all.
An issue I've seen that people have problem with when downloading the patches is that the patch doesn't always install to the game dir, so make sure its absolutely right, otherwise you'll have loading problems, crashing, or worse. Just a suggestion.

This sounds very simular to how Final Fantasy Tactics A2: Grimoire of the Rift does its combat, with a group of soldiers, being controlled across a tile-based battlefield. I actually like that, like a game of chess where each type of unit has its own abilities, strength and weaknesses.
