New icon showed up in my TEC credit trade. Red versus the normal orange/yellow. what does it mean?

I have been able to duplicate the issue.. if I am right-clicking on an icon to close it and I hear "place your bids" then the icon that I close is the auction icon. its near perfect timing, but possible. I have a habit of closing all the announcement icons and my time is just right (bad?) that i close the icon while the announcement is going off. if I wait until the "place your bids" is completed then the auction icon stays on the screen. &nb
Every since the update, when an auction is announced, my auction icon is missing. I have faction points to spend, just no icon to click on.

I just won the scenario "Superpowers" and my garrisons carried me early to mid-game. Since the game starts you with T4 research already completed, I rushed military T5 first to get the 500 size garrisons. I am thinking of playing again and doing the T5 civilian first to get "Industrial Juggernaut" which reduces ship build time by 50%. My thinking is that a smaller garrison that can replenish faster might be better than a higher garrison count. What are your thoughts?

I have updated to the latest version of Gal Civ II DL... but while reading the PDF manual, I notice that the screen shots in the manual, don't match what I see onscreen. So I assume some of the updates have changed the screen some in the game. Is there someplace to download a new manual ? thanks
Gal Civ II v1.50.135 this is after I updated the game to the latest and still no slider.
So, I bring up the Foreign Policy screen... on the Relations tab, I see the major races and can increase my espionage spending using the slider below their picture... If I go to the Minor Races tab, there is no slider for espionage spending... so how do I do it? Thanks, Shirva
