I crashed on the army management screen. I just noticed this feature. Also I noticed the interface is very laggy. Guess it's not that laggy just operator error.

This is a game where you really have to play with the hand that is dealt to you. You can make less cities and more outposts to get around the cap. No one said you have to put a city in every single tile your are able to. In my opinion the cap is a good thing. I personally reroll games were it looks like I'm going to be stupidly overpowered from the start. I find play throughs boring.
