Actually I got a better idea. Cities build their own roads to each other. Forget telling them to build roads to City x,y or z. Cities only build roads to cities of your own nation.They grow slowly but surely overtime and the same applys to upgrades of the roads. You can research better roads (civ tech)that increase trade bonuses, Speed of your units, (maybe a small bonus to money gathered by cities) and increases maintenance costs of the roads. You know how Elemental has a zoom to where the mouse is with the middle mouse button right... but what he wants and sure I wouldn't mind having it too, when I put my mouse at the edges of the screen it pans my view. When my mouse is all the way on the left side of the screen to pans left, etc.... Basically having both would be great!

Im for yes for builders but roads do grow organically on their own. Roads automatically grow between cities. Maybe with research and a permanent alliance setup you can hook up roads with allied cities too. In time roads will be fully updated, (just an idea that poped up will there be research for better roads?) but if ya really need those roads to get build faster you can place a builder near by and the road will get done faster.
