The only reason to decommission is if you want to strip the planet of improvements because you're about to lose the planet. If you're upgrading a building within the same type you get full credit for the previously built building. If you're upgrading to a building of a different type you still get some credit for the money spent on the previous building.

Is there any consolidated source of strategy information? As you've already found the answer is no. Why is it so hard to find in-depth strategy advice? The reason is that it's so hard to write up.

You never know for sure what's lucky and what's not. Clearly, a precursor mine (700% manu bonus) on your home planet is lucky. However, just because you don't get one doesn't mean you don't have a good starting position. Every time you conquer a captial, tech capital, construction captital, or economy capital they seem to go and get a NEW one.. so you might end up with a TON of them.... Mine is a cloaking device. A cloaking device would be fun to use. I'm not so sure how much fun it would be to have used on you. The functionality I most desire would be the ability to control the building and upgrading of farms, so that I could essentially select the pop cap for any planet to be any integral number of Billions.
The effect you're describing occurs only if and while there is a discontinuity in the tech tree. That is you have entertainment networks as your top morale building. You then aquire Virtual Reality Centers by trade or conquest, doesn't matter which. As long as you don't have the intervening techs your entertainment centers won't upgrade to VRC's. Actually it isn't the game that's doing this, it's DirectX. You need to go to your start menu, click run and enter "dxdiag". This brings up the DirectX Diagnostic tool. Under the More Help tab at the bottom of the list is an Override button, click this. This brings up the Override DirectDraw Refresh Rate box. Actually, I don't think that getting AI and human ship speed more evenly matched is really going to change that much. I also don't think it matters if this accomplished by having a slowdown effect or by just having the AI build faster ships. In either method I think the net effect would be for the AI to set ship destinations exactly as being done currently, they'll just get there relatively sooner.
