My understanding is that population demands per improvement are deliberately empire-wide. This gives a strong impetus to specialize cities so the higher-tier (+%bonus) buildings are more effective, and also greatly reduces the incentive for city spamming. I imagine the hope is to drive the player to have more meaningful emotional attachments to their cities, and provide an interesting game mechanic. So less a chain, more a global talent pool.

I think that what LX is saying is not that you cannot have 2 quests of the same level, but rather that you cannot have 2 of the exact same quest. The quests seem to be attached on hut spawning, and are often duplicated. I suspect he's right that if you finish your quest you will be able to activate another of the huts to get a new (exact same, with different target location) quest.
