What tips work depends on what you want to do. Notice for example that custom candidates can be either your presidential candidate or your vp - you can really shine with 2 customs so that each has 10 in half the stats and 1 in the other half, because for most of them (ie experience) only the highest stat counts. TV ads are great, but you need to decide whether you're mostly trying to influence the state or the whole nation. Ads create a national improvement to your position on an issue

I was playing as the altarians, alignment good. I was trying to ally with the torians, alignment good. The arceans (alignment neutral) changed from friendly to close relations.
I've been having the same problem. Just to check, I started a game on cakewalk difficulty, tiny universe, max points in diplomacy and 1 extra trade route. I've maxed trade techs and routes, maxed diplomatic techs + got the trade good and wonder built, all my trade routes filled with another civ (we're both good alignment), I'm the only one with any warships so my military rating is 300 to their 0s, and I've given the AI about 30 techs, plus most of the trade goods.
