DivineWrath - I missed your post somehow - apologies for that, as it would have saved several sheets of note paper. :) But for me, the population memory followed the towns earlier in the chain (doubling the past and future costs in Town 1/Alpha, for example) rather than linking to Town 2. And you could go back to Town 1/Alpha and recover at least some of the population...

(Apologies in advance if this is a replication of a known report... I'm a bit of a lurker but have never posted here before.) I've found a bit of a pattern in the population count issues that come up in the current beta build. I think population use at cities is getting counted multiple times, depending on how many cities are actually using population or have used population in the past... Anyway, here was my test. Started a game, built three cities -
