What if... we just add food requirement to the pioneer build? So as long as you don't have 1 point of food, you won't be able to create a pioneer. Then, you add one more food to the new city build. good AI is only available when there are good players input to the developer. Why? Because the AI can only as good as it's maker when he / she plays the game. So, definately, playing hard AI is just like you play against Frogboy one by one. If it suck, then Frog boy is suck as a gamer :D That's why Developer tend to let the AI cheat. Maybe we can balance / reduce the city spam just by add the pop need to 11. By then, only a city with a house will able to create a pioneer. Just thinking, will it hurt the AI Economy?

why not just use the charisma to enhance the city? For example, Merchant Hero will give the benefit to the gildar that the city produce based on his charisma. Why charisma? Because they are hero. Lead the people in the city to enhance the city production. Not just because they sell the wares or to farm the land by themselves.

I think it is the adventure tech that problematic. Rather than it unleash strong monsters, I think the Adventure Tech should be changed to Religious Tech / Titan Tech. The trigger of monster unleash should be change to the turn number. Well, I, myself prefer global resource for 'Elemental', as adding a lot of buildings to one city will surely cost more memory to the PC. What Elemental needs now is not that additional memory cost buildings, but more about balancing issue, new strategy approach, and to reduce the City SPAM on the world map
I like the OP idea. Yes, Adventurer should go adventure, while Army should take over the other cities / destroy the enemy. The Adventurer should able to command an Army too. That's how we balance the RPG and CIV type strategy of this game. The Adventurer can go everywhere, even cross the enemy border without any restriction, but they can't capture a city.
